Oversteering occurs when you turn the steering wheel and the vehicle moves more than you would expect from the turn you made. It's essentially an overly-sensitive steering wheel.

Understeering is the complete opposite. It takes more effort to steer a vehicle when you're moving the steering wheel. You'll need to really rotate that wheel in order to get around curves and turns.
